Native Client is an open-source research technology for running x86 native code in web applications, with the goal of maintaining the browser neutrality, OS portability, and safety that people expect from web apps. Probably not the worst but you can get the ideea behind it.
That there are 2 copies of notepad.exe in Windows? Yes that’s true! Check out Windows\ and Windows\System32 directories and you will see a copy of notepad.exe in each directory! \o/
Conclusion: Microsoft knew all the way that Notepad is the most valuable and appreciated default tool on Windows and put two copies of it in Windows just to make sure.

I don’t know why but i have the feeling that marijuana might get legalized in at least some states in the US.
